Before and After Pictures (JPG)Welcome to the City of Muscatine Lead Hazard Reduction Grant (LHRG) website. The City of Muscatine is excited to announce that $2.5 million has been received from the U.S. Department of Housing and Urban Development (HUD) for the purpose of addressing lead and other health hazards in homes. Improvements made to homes often include items such as new windows, doors, interior and exterior paint, etc. The City of Muscatine also received $400,000 in Healthy Homes Supplemental funding to help with housing-related health and safety hazards in addition to lead-based paint hazards. Please read the information below to find out how to get your home on the list for this exciting program.

Eligibility

Target Area Map (JPG)You must meet all three requirements below in order to participate in the LHRG:

  1. Live in or own a home  built before 1978 in Muscatine, Iowa. Rental and owner-occupied units are eligible to apply.
  2. Have at least one child 5 years of age or younger in the home on average at least ten hours per week
  3. Located in target area.
  4. Have a household income at or below 80% of the Area Median Income for Muscatine County. For example, the maximum household income for a family of four is $76,100. For specific income limit information, please call or text 563-223-8241 or 563-223-8350.

Application Process

Are you interested in taking part in the City of Muscatine's Lead Hazard Reduction Program? Getting started is easy!

  1. Print off the application below and fill it out. Please make sure that you select the correct application. If you are a homeowner living in the home you own, click on the first application. If you are a tenant or landlord, please click on the second application. If you do not have a printer available, please call or text 563-223-8241 or 563-223-8350 and request a paper copy of the application.
  2. Gather all of the required information.
  3. Submit your application. Please call the number on the front of the application (563-223-8241 or 563-223-8350) or stop by the Muscatine City Hall, 215 Sycamore Street. We are located on the second floor in the Community Development Department. There is always someone available Monday-Friday from 8:00 a.m. - 5:00 p.m. to answer questions and receive your application. 
  4. After we receive your application and required information, we will let you know if you qualify.
