[ARCHIVED] Capital Improvement Plan to be discussed at In-Depth meeting

MUSCATINE, Iowa – The City of Muscatine Capital Improvement Plan for 2020-2024 is among several items that will be discussed during the Muscatine City Council In-Depth Session on Thursday, May 9. The meeting begins at 7 p.m. in the City Council Chambers of Muscatine City Hall, 215 Sycamore St., Muscatine.


Also on the agenda are presentations by Community Development staff on revisions to the rental housing code, code requirements for storm shelters, and an update on the Planning & Zoning recommendation for the hard surfacing code requirements. The agenda is available on the City of Muscatine web site.


CAPITAL IMPROVEMENT PLAN


A five-year Capital Improvement Plan, required by Iowa state law for each municipality, is a legislative and management tool to facilitate the scheduling, planning, and execution of a series of public improvements over a five-year period. Any major, non-recurring expenditure, or any expenditure for physical facilities, in excess of $25,000 defines a Capital Improvement Project.


Lindsay Whitson, planning and community development coordinator for the City of Muscatine, will lead the presentation to the City Council.


The projects listed in the CIP 2020-2024 draft are not guaranteed to be implemented but are more of a wish list of items and projects currently in the planning stages. Some of the projects will proceed with funding already secured while others must wait on funding sources.


The West Hill Sewer Separation Project tops the list for fiscal years 2020 through 2024 with $12.1 million expected to be spent on the next five phases of the project with another $1 million estimated for the Papoose Lift Station Force Main redundant line in 2022 and 2023 and $900,000 for the Progress Park Force Main redundant Line in 2024.


Several street projects are also in the five-year plan including the 2nd Street Enhancement Project, Lucas Street Reconstruction, Grandview Avenue Corridor Project, the 38/61 Connector Project, continuation of the Full Depth Patch Street Reconstruction program, and continuation of the Pavement Management Plan that includes ongoing pavement maintenance, asphalt overlay, curb and gutter, full depth patching, and joint sealing.


Also included is the West Side Trail project that will connect the Kent Stein Park trailhead with Discovery Park, and the Mulberry to Mad Creek Trail project that will develop a multi-use trail along the U.S. 61 Bypass from Mulberry to the Mad Creek Greenbelt Trail.


Several projects from the Riverside Park Master Plan are in the 2020-2024 CIP including the Riverside Park amphitheater, renovations to the basketball court, development of the Riverside Terraces, and Riverside Beer Garden and restrooms and Beer Garden Pier.
