MUSCATINE, Iowa – A sure sign of spring and the start of the 2019 construction season occurred Thursday morning at Muscatine City Hall during a pre-construction conference for Phase 4B of the West Hill Sewer Separation Project.
City officials will host a public meeting at 5:30 p.m. on Thursday, February 21, in the Council Chambers at Muscatine City Hall. Phase 4B will separate the sanitary and storm sewers on 8th Street from Cedar to Lynn during the 2019 construction season.
“This public meeting will be important for the residents who will be impacted by the construction this summer,” Jim Edgmond, city engineer, said. “This will be the time that they can come to us and let us know of any specific parking needs they need when their block of the street is closed and ask any other questions they may have.”
The project will be completed in two phases with the first phase closing 8th Street from Cedar to the Iowa Avenue intersection, including the Sycamore Street intersection, from March 18 through May 20.
The second phase will close 8th Street from Iowa to Linn Street from May 20 to Sept. 23, weather permitting.
The tentative time schedule has milling of 8th Street from Cedar to the Iowa intersection starting March 18, weather permitting, with sanitary and storm sewer work along with water main replacement starting March 20. If the weather holds, the schedule calls for preparation of and paving of the two blocks to start in early May with all work in this section completed by the end of June.
The detour for the project will be 7th Street with parking restricted to just one side of the street. Truck traffic will be detoured to the bypass.
KE Flatwork Inc. is the prime contractor for the project with KMA Excavating performing the underground work.
