MUSCATINE, Iowa – The City of Muscatine invites residents to a public open house on Monday, September 8, from 6–7 p.m. at the Community Foundation of Greater Muscatine, 215 West Mississippi Drive. This will be the final open house before the Make It Muscatine: Comprehensive Plan 2025–2045 is finalized and presented to the Muscatine City Council for adoption.
The Comprehensive Plan is a long-term guide that shapes how Muscatine will grow, invest, and thrive over the next 20 years. First adopted in 2013, the updated plan reflects the community’s shared vision for the future, developed in partnership with RDG Planning & Design and informed by months of public input.
What the Plan Covers
The updated plan is built around three primary goals:
- Provide a strong legal framework for land use and development decisions;
- Capture a clear vision for Muscatine, based on resident input;
- Outline the policies and actions needed to bring that vision to life.
Four guiding themes helped shape the plan’s recommendations:
- Make it Ambitious – Inspire future progress and innovation;
- Make it Home – Expand and enhance housing opportunities for all;
- Make it Connected – Build a cohesive, multi-modal transportation system;
- Make it Adventurous – Elevate recreation and outdoor amenities citywide.
Community Input So Far
The draft plan reflects a year of collaboration between city staff, local businesses, community leaders, and residents. Engagement highlights include:
- A steering committee of public- and private-sector representatives;
- A Community Roundtable (October 2024) to define priorities and aspirations;
- Stakeholder interviews and project website launch in Fall 2024;
- A public Design Studio (January 2025) where residents shaped draft concepts.

The draft plan is available online through the Make It Muscatine website, where residents can review materials, explore an interactive map, and submit comments through a virtual comment box.
The September 8 open house offers one more chance for community members to weigh in before the plan moves forward to City Council.
