MUSCATINE, Iowa – A development agreement supporting the expansion of a longstanding Muscatine manufacturer headlines the agenda for the Muscatine City Council meeting on Thursday, August 7. The proposed agreement with Carver Pump will be the subject of a public hearing early in the meeting, with a resolution for approval scheduled for consideration immediately afterward.
The agreement would provide Carver Pump with economic development payments, funded through incremental property tax revenues generated by the project. The City’s commitment would not exceed $1.24 million and would have no impact on the current City budget. The incentive is contingent upon the construction and use of the completed expansion.
Also on the agenda is a grant agreement with the Iowa Economic Development Authority to support operations at the Muscatine Center for Social Action (MCSA) general shelter. The grant utilizes unspent CDBG-CV (CARES or ARPA) funds and may be used for shelter staffing, utilities, and related operational expenses. A portion of the funds will also reimburse the City for administrative costs associated with the program.
The Council will also be asked to set a public hearing for August 21, 2025, on a proposal to enter into a $5.2 million General Obligation Sewer Improvement Loan. The funds would support Phase 6-D of the ongoing West Hill Sanitary and Storm Sewer Separation Project, a key infrastructure initiative aimed at improving stormwater management and sewer reliability.
Additional Items for Consideration
Other action items on the August 7 agenda include:
- Purchase orders for equipment for the Street Department.
- Approval of a contract with Ostrom Painting & Sandblasting, Inc. for the 2025 Reflectorized Traffic Markings Project, including pavement arrows and railroad crossings.
- A budget revision to include two capital projects that were omitted from the adopted FY 2025-2026 budget.
The Council will also consider:
- Street closure requests for sewer service installations.
- Event permits and use of City property for several upcoming community events, including:
- Watermelon Stampede
- Winter Light Display at Weed Park
- Crossroads FestivALL
- LST Museum on the Water
- Celebration of 250 Years of Armed Forces Services
