[ARCHIVED] Council set to approve contract for Fulliam Phase 2

MUSCATINE, Iowa – The Muscatine City Council is set to approve the contract for Phase 2 of the West Fulliam Avenue Reconstruction Project, and discuss a support for an application to redevelop the former Hawkeye Lumber site during their meeting Thursday (May 16).

The meeting will begin, however, with the reading of three proclamations by Muscatine Mayor Brad Bark, and the awarding of Lifesaving Award to Detective Britt Jameson, a member of the Muscatine Police Department. The first proclamation designates May 19-25 as Public Works Week in Muscatine while the second designates the month of May as Historic Preservation Month. The third proclamation designates May 19-25 as Emergency Medical Services week highlighted by the EMS for Children Day on May 25.

A public hearing regarding the plans for the Airport Fuel System Relocation Project and a public hearing on Amendment #2 to the Fiscal Year 2023-2024 City budget will also be held Thursday.

Heuer Construction, Inc., of Muscatine, was the successful bidder for the $702,915 contract to complete Phase 2 of the West Fulliam Avenue Reconstruction Project. Heuer also did Phase 1 of the project in 2023 that reconstructed West Fulliam Avenue from Kindler to West Acre Drive during the summer of 2023 while school was not in session.  

The second phase of the three-year project will include reconstruction of pavement, installation of sidewalk, and replacement and installation of ADA-compliant pedestrian crossings from West Acre Drive to approximately 2716 W. Fulliam Avenue. The phase will also be completed while school is not in session with a tentative starting date of June 3.

Build to Suit, LLC, (BTS) was named the Preferred Developer following a review of responses to a Request for Proposals by the City of Muscatine for the redevelopment of the former Hawkeye Lumber site at 910 East 2nd Street. BTS intends to construct a $11.55 million mixed use building that will include 65 market rate apartments and limited first floor commercial space. BTS is asked the City for a letter of support for their application to the Iowa Economic Development Authority (IEDA) for tax credits for the project.

In other action items, the City Council be asked to:

  • Authorize and approve a loan agreement providing for the sale and issuance of $4.88 million in General Obligation Corporate Purpose Bonds, Series 2024, to be used to fund several projects in 2024 and 2025;
  • Approve a grant agreement with Certified Local Government (CLG) for an intensive survey and to host the 2025 Preserve Iowa Summit;
  • Approve the declaration of items as surplus and authorize the sale of the items during an online public auction;
  • Approve the Greenwood Cemetery Office Operations and Retail Sales agreements with LBM, Inc.; and,
  • Discuss the placement of no parking signage on Devitt Avenue.
