[ARCHIVED] Three public hearings on road projects set for Council January 21

MUSCATINE, Iowa – The Muscatine City Council will conduct three public hearings Thursday (Jan. 21, 2021) on street maintenance projects that were delayed due to funding questions from the COVID-19 Pandemic.

 

The Muscatine City Council will meet in virtual session starting at 7 p.m. Thursday. Information on joining the virtual session and how to make a comment during the meeting is listed below. 

 

The session will also be broadcast live on the City of Muscatine YouTube channel and will also be shown live on Muscatine Power & Water Cable Channel 2.

 

The three projects include the hot mix asphalt alley overlay, hot mix asphalt street overlay, and full depth patching of certain street and alley sections. Each project was delayed in its entirety or in part due to uncertainties on the revenue from Road Use Tax after the shutdown of businesses in April 2021.

 

However, that fund was not as impacted as other revenue funds with Department of Public Works (DPW) staff determining that there is enough revenue to complete the 2020-2021 projects. A list of the street and alley segments are attached to the Council agenda.

 

The Public Hearings will be followed by a series of resolutions approving the plans, specifications, forms of contract, cost estimate, and setting the bid dates for each project.

 

DPW staff is already at work on establishing the street and alley sections for the 2021-2022 projects which will be proposed to the Council later this spring.

 

Also on the agenda is a resolution to approve the series of CDBG Grant Funds to Support Infectious Disease Response from the Iowa Economic Development Authority to support the response to the COVID-19 public health crisis. Three contracts are proposed for City Council approval including $20,000 for the Salvation Army, $9,000 for the Muscatine Center for Social Action, and $14,800 for the United Way.
