MUSCATINE, Iowa – The Muscatine City Council will conduct two public hearings and asked to approve the sale of the former Musser Public Library Building on Iowa Avenue when they meet in the Council Chambers at Muscatine City Hall Thursday, October 15, 2020. The Council, Mayor, and those with items on the agenda will meet in Chambers, but public participation will still be through the virtual meeting session that will also be running.
The Muscatine City Council will meet at 7 p.m. Thursday, October 15, for a hybrid session that will also include a virtual meeting to allow the public to participate. The session in Council Chambers will also be broadcast live on the City of Muscatine YouTube channel and will also be shown live on Muscatine Power & Water Cable Channel 2.
The meeting will begin with the swearing in of Firefighter Benjamin Barrett during the Communication with Citizens portion of the agenda.
The first public hearing will concern a proposed lease agreement between the City of Muscatine and Midwest Property Holdings, LLC, who recently purchased the Webber Button complex at 1009 East 6th Street. The lease agreement concerns a portion of the Lombard Street right-of-way that adjoins the property. A resolution approving the lease is also on the agenda.
The second public hearing concerns the Public Housing Agency 5-Year and Annual Plan that must be submitted to the U.S. Department of Housing and Urban Development, detailing the need for assisted housing in the PHA’s jurisdiction and how those needs are met. A resolution approving the submittal of those plans is also on the agenda.
The public is welcomed to comment during each public hearing. A chat box will be open during the virtual meeting for individuals to notify Council members that they would like to comment. The Mayor will also ask for comments and those wishing to comment should announce their intention at that time.
Among the other items on the agenda is the sale of the former Musser Public Library Building at 304 Iowa Avenue to the Stanley Center for Peace and Security.

Recently, the Council moved back into Chambers to conduct their meetings but public participation is still limited to the virtual meeting.
