City Council to hear results of state bidding process, to vote on awarding contract
MUSCATINE, Iowa – A request to award the contract for the Park Avenue 4-to-3 Lane Conversion Project, a combined effort of the State of Iowa, the City of Muscatine, and Muscatine Power & Water, is on the agenda for Thursday’s (July 2, 2020) Muscatine City Council meeting.

The Iowa Department of Transportation held a bid opening on June 16, 2020, for the Park Avenue 4-to-3 Lane Conversion Project with Manatts, Inc., Brooklyn, Iowa, submitting the lowest of three bids at $1,974,378.96. The Engineer’s Opinion of Probably Construction Cost (EOPCC) was $2,284,476.07. Manatts, Inc., bid was 86.4 percent lower than the EOPCC.
Work on the design phase for the project began almost 18 months ago when the City of Muscatine entered into a design agreement with Shive-Hattery to prepare the construction documents for the conversion of Park Avenue from a narrow four lane street to a three lane street with a center turning lane according to Pat Lynch, assistant city engineer.
The improvements focus specifically on safety, including traffic lane reconfiguration that would change the road from four lanes (two operating in each direction) to three lanes (one lane in each direction and a center two-way, left turn lane) from Harrison Street to the Iowa 92 bridge. The lane reconfiguration will also allow for 74 new sidewalk ramps that would be compliant with Americans with Disabilities Act (ADA) guidelines.
The project is funded through five sources including three Iowa DOT grants that will fund approximately $1.3 million of the project costs (Traffic Safety Improvement Program, 3R, USTEP, and Pedestrian Curb Ramp Construction). The City of Muscatine and Muscatine Power and Water will share the remaining portion.
The Pedestrian Curb Ramp Construction assists cities in complying with American with Disabilities Act (ADA) on primary roads in Iowa cities. The Park Avenue plans calls for 74 new curb ramps to be installed.
The Iowa Department of Transportation assisted with the development of the project through a study funded through the Traffic Safety Improvement Program. Project costs will be shared by the City of Muscatine ($576,294.26), Muscatine Power and Water ($100,370.70), and the Iowa Department of Transportation ($1,297,811.11).
Staff from Public Works and the Finance Department have worked the last year and a half in locating, securing, and budgeting funding for the state/city cooperative project according to Lynch.
