MUSCATINE, Iowa – Grandview Avenue will have a long anticipated makeover starting with the 2020 construction season pending approval by the Muscatine City Council in January 2020. The two-year project will replace and widen the pavement, add sidewalks, and include “green infrastructure” to create a better environment for pedestrian and vehicular traffic, and for present and future businesses along the corridor.
The third public meeting on the Grandview Avenue Reconstruction Project will be held starting at 5:30 p.m. on Tuesday, Dec. 17, 2019, at the Water and Resource Recovery Facility (WRRF), formerly known as the Water Pollution Control Plant (WPCP), 1202 Musser Street, Muscatine.
City of Muscatine staff and the project management team will host the event. Representatives from the engineering firm of Bolton & Menk will also be on hand to answer questions regarding the project and the construction timeline.
All residents and business owners along the project route (Main Street to South Houser Street) are invited to attend along with any other interested individuals.
A public hearing on the plans and specifications for the project has been tentatively scheduled on January 16, 2020 before the Muscatine City Council. The bid letting by the Iowa Department of Transportation is set for February 18, 2020, with the contract tentatively scheduled to be awarded in March 2020 and work beginning in April 2020.
The project will be completed in two phases over a two-year period to minimize the impact and minimize road closures. The first phase will be completed in 2020 and include work from Oregon to the South Houser Street. The second phase will be completed in 2021 and include work from Oregon to Main Street.
The goals of the project are to modernize Grandview Avenue, provide a safe and attractive corridor, improve pavement and utility infrastructure, and enhance the walkability of the Grandview Avenue corridor with enhanced pedestrian opportunities and the incorporation of “green infrastructure”.
The first public meeting was held on Feb. 8, 2018, and the second on July 19, 2018.
