MUSCATINE, Iowa – The Muscatine City Council will receive updates on projects and upcoming initiatives from the Muscatine Art Center and the Water Resource and Recovery Facility during its first meeting of November, scheduled for 5:30 p.m. Tuesday, November 4, in the City Council Chambers at Muscatine City Hall.
Melanie Alexander, Director of the Muscatine Art Center, and Jon Koch, Director of the Water Resource and Recovery Facility, will brief the Council on recent accomplishments and plans for the coming year. Council members will also hear an update and hold a discussion on downtown parking options.
“Regular department updates like these help ensure that the City Council and the public stay informed about progress on important projects,” said Matt Mardesen, City Administrator. “They also provide an opportunity for residents to see how their local government is working to enhance services, strengthen infrastructure, and improve quality of life in Muscatine.”
In addition to the department presentations, the agenda includes action on several key items:
- Muscatine Marina Confined Disposal Facility Relocation Project: The Council will consider awarding a $571,516.20 contract to Heuer Construction, Inc. for the final phase of relocating the dredge spoils site from the former Hawkeye Lumber area. The project is expected to be completed by May 2026.
- Rehabilitation of Underground Pipe Project: The Council will consider accepting the completed project by Visu-Sewer, LLC of Pewaukee, Wisconsin, which installed cured-in-place liners in various sewer pipe sections throughout Muscatine in August 2025.
- Annual Urban Renewal Report: Council will review and approve the 2024–2025 Annual Urban Renewal Report to the State of Iowa, summarizing activity in all 14 active urban renewal areas during the past fiscal year.
- Bond Compliance: The agenda includes a resolution to establish compliance with Reimbursement Bond Regulations under the Internal Revenue Code, identifying projects that may be financed through general obligation bonds during the city’s next bond issue in spring 2026.

All City Council meetings are open to the public, offering residents the opportunity to observe, engage, and participate in local government decision-making.
