MUSCATINE, Iowa – The Muscatine City Council will meet Thursday, September 4, 2025, with several key items on the agenda, including proposed changes to its meeting schedule, parking regulations on Bond Street, and safety improvements at the Tipton-Mulberry intersection.

Currently, the Council meets in regular session at 6 p.m. on the first and third Thursday of each month, with in-depth sessions held at 6 p.m. on the second Thursday. A proposed revision to the Rules of Council would shift regular sessions to 5:30 p.m. on the first and third Tuesday of each month beginning in October. In-depth sessions would no longer occur monthly, but rather be scheduled as needed.

The Rules of Council, last updated in September 2022, would also be amended to reflect current City practices, align with Iowa law, and further support efficient and orderly meetings.

Also on Thursday’s agenda:

  • Ambulance Fee Schedule – The Muscatine Fire Department is requesting approval of updated ambulance service rates. Fees have remained unchanged since 2020, and the proposed update reflects inflationary impacts and current market rates.
  • Bond Street Parking – City Engineer Kevin Coon will present a proposal to restrict parking to one side of Bond Street (northeast side only) to improve traffic flow and safety.
  • Tipton-Mulberry Intersection – Coon will also brief Council on Traffic Committee recommendations designed to enhance both pedestrian and vehicle safety at this busy intersection.
  • Community Events – Council will consider permits and use of City property for several upcoming events, including:
    1. 3rd Annual Mad Creek 5K
    2. Riverfront music and family fun event sponsored by Keep Muscatine Beautiful and the Community Foundation of Greater Muscatine
    3. Ribbon cutting and dedication of Kruse Memorial Park
    4. Pinkstastic Mile and 5K for Breast Cancer Awareness

Public Participation

Residents are encouraged to attend the meeting in person at Muscatine City Hall, City Council Chambers, or watch live on Civic-TV (MPW Channel 2) and the City of Muscatine YouTube channel.
