MUSCATINE, Iowa – Muscatine City Administrator Carol Webb resigned from her position Thursday after accepting a similar position in Marshalltown, Iowa. The Marshalltown City Council voted to approve Webb’s contract during a special meeting Thursday evening.
“I have sincerely enjoyed my time in Muscatine,” Webb said. “We have accomplished many things that have moved Muscatine forward.”
Webb, who grew up in Southeast Iowa, was the Deputy Utilities Director for the City of Fort Collins, Colo., before accepting the Muscatine City Administrator position in July 2020. Prior to that role, she served as the Regulatory and Government Affairs Manager for Ft. Collins. Webb has a Bachelor of Arts in Biology and Chemistry from William Penn College and a Master of Public Administration from the University of Colorado – Denver.
She officially began her duties in Muscatine on August 24, 2020.
Webb was one of three finalists for the Muscatine position during a search process that was conducted during the COVID pandemic. The Muscatine City Council interviewed over a dozen candidates through video conference calls in June 2020 before selecting the final three that would visit Muscatine and meet with City staff and City Council members.
Webb successfully guided Muscatine through the end of the Pandemic, and worked with City Finance Director Nancy Lueck to create successive balanced budgets that maintained city services despite impacts surrounding the financial impact of COVID.
The City Council will conduct a special meeting at 5 p.m. Monday to discuss strategy for hiring a new city administrator.
