Proposed Urban Renewal Plan Amendment to the Consolidated Muscatine Urban Renewal Area
This public hearing concerns a proposed Urban Renewal Plan Amendment to the Consolidated Muscatine Urban Renewal Area. The proposed amendment includes the addition of property to the Urban Renewal Area which includes all property annexed into the city since the previous Urban Renewal Area was established and authorizes the undertaking of new urban renewal projects in the Urban Renewal Area. Prior to any formal action by City Council, a public hearing is required.
Now is the time for the public to comment.

Resolution Accepting Quit Claim Deed from BLC Real Estate LLC to the City of Muscatine
Presented for City Council’s consideration is a resolution accepting a Quit Claim Deed from BLC Real Estate LLC to the City of Muscatine for property located at 704 Clay Street. The Iowa Department of Natural Resources has issued a “No Further Action” on this property which is currently located in the flood zone. This action clears the way for the city to accept property through a quit claim deed, declare it surplus and sell it at the standard rate of $1.05 per square foot as a minimum.

Resolution Declaring Real Estate as Surplus and Authorizing Its Disposal
Presented for City Council’s consideration is a resolution declaring real estate as surplus and authorizing its disposal. Previous action allowed the city to accept through a quit claim deed property located at 704 Clay Street. It is now necessary to declare the real estate as surplus and authorize its disposal.

Request to Approve Fiscal Year 2013/2014 Annual Financial Report to the State of Iowa
Presented for City Council’s consideration is a request to approve the Fiscal Year 2013/2014 Annual Financial Report to the State of Iowa. This report includes all budgeted funds of the city and was prepared on a budget basis. Revenues and other financing sources totaled $59,292,650 for the year and expenditures and other uses totaled $59,754,447. Actual city expenditures in each functional area were within the budgeted amounts as required by the state.

Request to Approve Agreement for Engineering and/or Land Surveying Services at the Municipal Airport
Presented for City Council’s consideration is a request to approve an agreement for engineering and/or land surveying services at the Municipal Airport. It is staff’s recommendation that City Council approve the engineering services agreement with Anderson-Bogert Engineers & Surveyors Inc. in an amount not to exceed $23,000 for the T-Hangar Connector Road Project at the Municipal Airport.

Request to Approve Change Order #1 for the Forest Parkway Reconstruction Project
Presented for City Council’s consideration is a request to approve Change Order #1 for the Forest Parkway Reconstruction Project. Conditions encountered during construction required additional treatment not included in the original bid items. Ground conditions could not adequately provide support for construction equipment or provide long-term stability for the finished roadway. The total for this change order is $10,300.

Request from Water Pollution Control Plant to Approve Three Lift Station Control Upgrades
Presented for City Council’s consideration is a request from the Water Pollution Control Plant to approve three lift station control upgrades. A bid has been received from ICS Healy-Ruff in the amount of $50,800 for PLC and telemetry control system upgrades. A laptop computer required for software programming has been priced from the city’s IT Department for $1,045.92. The total cost for the three lift station upgrades is $51,845.92. There is $54,000 budgeted for this purchase.

It is recommended bills totaling $9,623,060.10, as well as receipt summaries and journal entries for June 2014 through September 2014, be approved and that the City Council authorize the Mayor and City Clerk to issue warrants for the same. It should be noted that this listing is subject to the approval of any related agenda item(s).
