092722 Animal Control vehicle 102Animal Control operates Monday through Friday from 8:00 a.m. to 4:00 p.m. To report stray or loose animals or any other non-emergency incident, call non-emergency dispatch at 563-263-9922. This call may be answered as if you had dialed 9-1-1. Please do not hang up.

The City of Muscatine does not have an animal shelter. Please do not bring stray animals to the Police Department as we do not have the facilities to house them.

Changes to Animal Control Procedures

Effective December 1, 2025, the Muscatine Police Department has implemented updated procedures for animal control.

Reporting a Found Dog:

If you locate a lost dog within Muscatine city limits, please contact the Muscatine Police Department immediately at 563-263-9922. You will be provided with specific instructions on where to meet the Animal Control Officer (ACO) or a representative to turn over the animal.

Retrieving a Lost Dog:

If you are a pet owner and have lost your dog, please contact the Muscatine Police Department at the number above to schedule a time for its prompt return.

Procedures for Cats and Kittens:

Please note that beginning December 1, 2025, the City of Muscatine will no longer accept cats.

Trap, Neuter, and Return (TNR):

Residents requesting to turn over cats for TNR purposes may contact the "It Takes a Village Animal Rescue & Resources" (ITAVAR) directly to set up an appointment at 563-261-9176. Schedulers are available Monday-Friday 9 a.m.-1 p.m. TNR and educational initiatives will continue without interruption through ITAVAR.

Other Found Cats:

Residents are encouraged to contact any other animal shelter of their choosing to relinquish found cats or kittens.
